The example creates a project-scoped runbook as a draft, adds a review comment, and changes status to published.

Use this approach for generated operating procedures, compliance evidence summaries, release runbooks, architecture notes, and controlled knowledge-base publishing.

Keep HTML generation separate from transport. Okatana sanitizes rich content on the server, but the integration should still generate intentional, minimal markup.
